Motions to Expand West Coast Swordfish Fishery

Motion: (Vojkovich/Brizendine)
I move the Council direct the HMSMT and any appropriate NMFS staff expert with turtle and oceanographic data, determine if any changes can be made to closure dates or the southern boundary of the PLCA to enhance DGN fishing opportunities (taking into account the supplemental HMSMT and HMSAS reports).  In addition, ask the NMFS Protected Resources and Sustainable Fisheries to determine next steps in establishing hard caps for ESA listed turtles for consideration of establishing them for this fishery. (All voted in favor.)

Motion: (Helvey/Lincoln)
Move to have National Marine Fisheries Service report to the Council at the March 2013 meeting on the progress of research evaluating the bycatch rates, CPUE, and other useful information on other gear types targeting swordfish, with a view toward considering regulatory changes to expand and modify the list of authorized HMS gear types as part of the 2014 Biennial specification process depending on the outcome of that research. (Supported by all except Wolford).
